AFGE Demands Suspension of TSA Tests Nationwide Following Reports of Intentional Failing of TSOs: In a letter to Homeland Security Secretary Janet Napolitano, AFGE President John Gage asked the Secretary to suspend the Transportation Security Administration's Practical Skills Evaluations and remove all PSE failures at all airports after the union learned that PSE evaluators potentially failed TSOs at George Bush International Airport (IAH) on purpose. AFGE members in Houston reported that the evaluators were sending text messages disagreeing over the scoring method for the TSOs they had observed, and that the evaluators were improperly scoring the PSEs. This is a cause for alarm because the evaluators travel to various airports to evaluate TSOs. After consultation with TSA headquarters, TSA management at IAH removed the testers after an investigation confirmed that the evaluators might have improperly scored TSOs and that at least one evaluator consistently failed 40 percent of the TSOs at every airport where he conducted evaluations. TSA headquarters, however, denied IAH management's request that all IAH TSOs who failed the PSE be retested, saying it would not be cost effective because TSA would then have to allow all TSOs at any location where the tester was failing TSOs to retest. AFGE members were furious at the decision and lost trust in TSA's pay and performance evaluation system. They believe that the evaluators were told to fail a certain number of people as a way to cope with budget concerns because PSE scores dictate their raises and bonuses.
